Location: Toowoomba, QLD | Permanent Full-Time
Salary Package Range:  $116,406.38-$131,372.87 gross per annum, plus 17.5% annual leave loading and up to 12.65% superannuation and restricted private use of a Council vehicle.  An above-Award salary may be negotiated with an exceptional applicant.

Are you a seasoned infrastructure professional ready to take the lead in shaping the future of traffic and technology systems for a growing regional city? Toowoomba Regional Council is seeking a Principal Traffic and Infrastructure Technology Systems to drive innovation and performance across a diverse portfolio, including traffic signals, parking operations, lighting, smart transport systems, and alternative energy initiatives.

The Role – What You’ll Do

Working under broad direction within the Transport and Drainage Planning Branch, you will:

  • Lead Council’s traffic management and infrastructure technology programs, including preparing budgets and annual works programs, coordinating program delivery, monitoring program expenditure, and management of the maintenance and other services through stakeholders.
  • Manage the operation and development of the traffic signal network including STREAMS traffic control and Intelligent Transport Systems (ITS), street lighting, smart controls, and Smart Parking infrastructure.
  • Provide leadership and technical guidance to ensure timely responses to road corridor-related enquiries, including heavy vehicle access, works on roads, land access certifications, and requests from Councillors and the community across urban and rural areas.
  • Provide specialist advice, reports, briefings and presentations on infrastructure technologies, including engagement with working groups and technical committees.
  • Oversee corporate and HR responsibilities including reporting, performance appraisals, and workplace health and safety compliance.
  • Lead business planning and develop annual operational plans, ensuring alignment with Council’s integrated management systems.

What We’re Looking For – Success Criteria
Qualifications & Registrations:

  • Degree in Civil Engineering (or an alternate degree/diploma), with extensive relevant experience and competence.
  • WH&S Construction Induction (White Card), or willingness to obtain prior to commencement.
  • Possession of a current “C” Class Driver’s Licence.
  • Highly desirable: RPEQ (Registered Professional Engineer Queensland) registration (or ability to obtain within 12 months) and qualifications in Traffic Management Design.

Skills & Experience:

  • Proven leadership of multi-disciplinary teams, with the ability to drive cultural and operational change.
  • Strong technical knowledge and experience in traffic management systems, intelligent transport systems, and infrastructure technologies.
  • Exceptional customer service and stakeholder engagement skills.
  • High-level written and verbal communication skills, with experience preparing technical reports and public presentations.
  • Demonstrated initiative, analytical capability, and results orientation in managing programs aligned with Council goals.
